Judge David Bell is a legal professional, educator, and executive whose career spans over two decades of service in law, juvenile justice reform, education, and healthcare leadership. Known for his commitment to public service and community development, Judge David Bell has held influential roles across the judiciary, private legal practice, and government-related initiatives, consistently focusing on youth empowerment and systemic reform.

Judge David Bell began his professional career in the legal field as the managing partner of David L. Bell & Associates, LLC, where he supervised attorneys and support staff while overseeing a practice focused on family law, criminal law, educational advocacy, and government-related legal matters. His leadership in private practice laid a strong foundation for his later work in public service and judicial reform.

Mr. Bell’s judicial leadership extended into numerous juvenile justice initiatives, including the Juvenile Detention Alternatives Initiative (JDAI), the Orleans Detention Alternative Program (ODAP), and the Juvenile Drug Treatment Court. These programs focused on reducing unnecessary incarceration, strengthening family engagement, and providing structured rehabilitative support for youth involved in the justice system.

In 2011, he became CEO of Personal Care Partners, LLC. In this role, he increased the value of Personal Care Services each year, including during the pandemic.
